Actual belt size does not match tag size.

I ordered a large because the harness is listed for a 25-40 inch chest. My dog has a 26 inch chest. However, when I put it on my dog, it was too loose even when adjusted to the smallest size. The harness I received has a tag that says 25-40 inches but actually measures 29 inches when fully dressed and 45 inches when fully undressed.
