Love this coat for our French Bulldog. His neck measures 17 inches and his chest measures 23 inches. There is velcro at the neck but it's a bit tight and I wish it was a bit looser. If anyone knows anything about the French, you know that most men squat to go about their business and they are not that long. I ordered size XL for him but had to cut out the bottom of the coat so he can sit and do his "stuff" outside and not get his new coat wet with urine. The great thing about this coat is that the seams are in the right places so the cut padding stays inside as well. Now he really likes wearing it!
