Yes. It can be used to mark 1/4" wide seam lines on either side of the diagonal center for HST, but don't worry about that. It's difficult to hold the fabric accurately without slipping, and your fingers must be good be in gymnastics to manipulate it without pushing it out of line as it's slippery. Don't waste your money cluttering up your sewing space. Any good ruler with an accurate 1/4" edge mark will do better for this Marking Sewing Lines on the HST I'm sorry I wasted my time and money on something that takes up space and is nothing more than a gimmick.
