The water pressure was too low.
Bought to replace one that no longer works (honestly why do they put the battery connector where water can get in?). The packaging was beautiful and the product was great although there was a water stain when it was delivered so I didn't like it. I just don't know why one of the heads is only for cleaning the inside of the tune (a waste of product in my opinion). The smaller head had too little pressure. If it were a bit bigger I wouldn't mind.
