For some reason, be it bad storage, an old product, poor quality control or any other reason, the plastic backing is fully adhered to the adhesive backing. I'm not saying it's hard to remove. If the backing peels off easily, it would still be difficult to grab the plastic backing, which is thinner than paper, to peel it off. What I mean is that even if you have a sizable plastic tab to pull on, it takes so much effort to separate the backing from the velcro that there are only two options: you rip the velcro, you rip the plastic. backing and you'll have to start all over again, or you'll pull all the adhesive off the velcro onto your fingers or the plastic backing. ESPECIALLY not a well known brand like Velcro. If I could get this glue to stick where I need it and not on a plastic backing, it would probably do the job just fine. Unfortunately, it looks like I'll never know.
