Spreading Tissue Paper Circles

If you don't apply the tissue paper circles to watercolor paper correctly, the circles won't spread. Found after the kids had finished their work and were ready to spray. No, no color. The circles only bleed on one side, and you know I haven't figured out how to tell the difference on the right side yet. The boys were disappointed and I was a bit unhappy. The circles already cut out I thought was a brilliant idea.
