They work. on Chargers
Purchased [4] 9V Batteries. They are delivered partially charged. Of the two new ones I tested, one was 7.82v and the other was 7.58v. It took about 4 hours to fully charge both on my EBL charger. Your charger may charge faster than mine. After the charger indicated they were fully charged, I checked the batteries again. One was 8.54V and the other was 8.56V. Note. My multimeter isn't the best, it was free so it's most likely not as accurate as good multimeters. I hope this review was helpful to you.
