I can't make it work

I bought a mobile phone, a SIM card, minutes. Uploaded it to this tracker - it didn't work. So I bought a second prepaid cell phone, sim card and minutes through at&t - I still can't understand this tracker. The instructions are not clear. I spent 3 months and $300 getting this to work. So far no success.
