The box and bag have obviously been opened and repackaged. When I order a new one I expect a new item with instructions booklet etc. As for the item it is a good product except for the belts. Because of the buckles, the straps can only be tightened to within an inch or two of the bag, making it almost impossible for the device to fit snugly against the top of the bottom of the T-Top, so there's some slack unless it's is homemade.
