I rated this (TEC1-12730) against TEC1-12710. This device does not cool sufficiently, but it draws a lot of electricity, which is converted into heat. Look at the picture of the test setup and see some of the following test results: I used regulated DC (no PWM). The device under test (DUT) is embedded between two large heat sinks (90 x 69 x 36 mm https://www.amazon.com/gp/product/B07THL51ZD/) with thermal paste. A 55mm 12V fan blew over the hot side.
