I thought it was an electric toothbrush with a rotating head, it only vibrates, which makes no sense, why should I need a toothbrush for my child that only vibrates

I bought this for my 3 year old grandson unlike other toothbrushes where only the head moves, the head does nothing and the base of the brush just vibrates. He won't use it because his hand feels weird!
