When the flash from a camera (or car headlight) hits the stripes at the right angle, not the exact angle, they're pretty bright. In person it's a little darker, but the photo I posted is is not too far from what it looks like to the eye. Unfortunately, the light has to fall on them EXACTLY right to achieve the full wheel effect and such brightness.
