High quality is good for dogs

I got the small vest and it was still big. I sent it back (some time ago) and still haven't received a refund. My waist is 29 inches for reference. I ordered size xs and it's great. Now I also have a medium waist belt. So overall the quality is high but the return sucks and I'm really hoping to get a refund for the one I revoted in March.
