No original part in Filter

Bought six of these. Made in USA is written on the case. Then cut them open which confirms they are made by Fram and are not a Mahle Tennex original part.

Real 15400-RTA-003?

I don't know what to think of this item. The filter is not sealed and does not come in a traditional oil filter housing. Was free in a Revain shipping box. Manufactured in the USA by Honda of America. The sticker says 15400-RTA-003.

I received a different part (.A02) than what I ordered (.003).

There is a similar but different part. Just an explanation beforehand would be nice. I know different companies have different part numbers but the description turned out to be better than what I received.

Can a real filter be that bad?

Not sure if this is an original Honda filter or a fake. All I know is that during an oil change I primed this new filter with fresh oil to fit it to the engine and tried to put some clean oil on the gasket with my finger. The rubber seal just came loose from the filter and could not be reinstalled. It wouldn't snap into the groove on the top of the filter housing, and I wouldn't trust it to somehow magically seat right when I put it on the engine. In over 30 years of doing my own oil change…
