If they can't be worn without a long top that covers a child's bottom, then I don't think they can be called "leggings" or "trousers". In fact, these are very thick tights. I returned them as they were not what we were looking for and my daughter did not find them comfortable. However, if you are looking for tights, they are very thick and I think they will be very warm.

They were thick and would have warmed our daughter but unlike most pants which have a seam down the middle there is a large central piece of fabric so there were two seams, one from each side of the perineum. This center stripe ran from the front waist to the back waist, making them lighter compared to pants. If worn with a t-shirt it would look ridiculous.
