They were packed very well and that's exactly what they say. They all have little plastic tabs that prevent them from turning on and burning up batteries until they're ready to use. I used them in ball glasses for an outdoor wedding. I tried the standard 20 onion chains and didn't like how rare they are, but at 30 onions they are just perfect! Just received 15 minutes ago. 5 out of 16 were DOA and 3 others had a plastic tab stuck inside the unit which meant I put on my thickest goggles to loosen 12 tiny screws to push the tabs out and then screwed the 12 tiny screws back in. supplied screwdriver (not magnetic, of course). I did everything, turned on the switch and nothing. 3 more to add to the garbage heap. For those of you not following, this is HALF of the 16 lightbulbs I have that don't work.
