Short waist, low cut, size not specified

I ordered a size XL because I normally wear them at 5ft 6" and 170lbs. I'm size Large (L) and they fit me perfectly. PERFECT except they didn't hit my waist. They were a few (3-4) inches shorter than the waist. As I wear wool in winter to keep warm I sent them back. I can't stand an open back. and it's getting cold. With other reports of them being too big I expected the XL to be quite large but too loose. I like the feel of the weight and they don't itch at all. But if I try them on just once,

Size chart required to wear under clothing

I was disappointed that there was no size chart here for reference. I guessed and ordered Wednesday. I had to grow small. (My hips for reference: 36 inches.) They're not very big, but big enough to be baggy. They are high-waisted and unfortunately have to be worn high-waisted on me. I have an apple shape and I put all my weight on my stomach while my legs are much smaller so I prefer to wear pants under my stomach. I love merino wool basics and wear them often both indoors and outdoors during the colder months of the year, so I have a lot of sets and am always looking for new additions to my collection and trying new brands too. They're listed as medium weight, feel warm and cozy, and compare very cheaply to some of my most expensive base layers.
