Ecxx exchange: is this a scam or its out of operation?

Ecxx is a Singaporean centralized exchange. It seemed like this exchange is out of operations but had a lot to offer while it was still functioning. Well this exchange has a very nice interface for trading just like some exchanges i have used in the past. I went on to read more about this Exchange, this exchange charges a simple fee of 0.1% for trading ro make it a very liquid exchange. As for the withdrawal, the withdrawal complements the liquidity on this exchange, the exchange does a very good job by charging a fee of 0.0004 BTC for withdrawal. As for the security, the exchange uses X509 SSL HTTP certificate, Cold storage and two factor authentication to protect users from phishing and theft. There was a mobile application available for download but it happened to be a harmful file for my device so i didnt bother downloading it. On the other hand, registration is presently impossible, after providing my information for registration,  i proceeded to the human verification. After passing the test, i was waiting for the verification code but i didnt receive it even after trying out four different times it didn't work so i just left it alone. It seems like the exchange doesn't work anymore! However you can still make your own research because this review was based on my personal encounter with the exchange.
