All points in the description are correct: This tire is 4 inches tall, it is made of wood and has a round shape. The outer hoop doesn't exactly fit the inner hoop (bottom left), the two edges don't always line up (middle right), and there's quite a bit of shards on the edges that need to be sanded down before use (not pictured, but in mine product available). This works for durable fabrics that aren't very prone to losing their shape (like the 11-canva-aida fabric you get with beginner cross-stitch kits) - you'd never want to use something like this for fabric, at where it is important to keep the tension even, or where a rough surface can pull on the fabric because the tension is insufficient and the roughness and splinters in the wood can pull on something too soft. This would be helpful for beginners. It's a craft project on hard-to-damage fabric, but you really do get what you pay for - a very cheap tire.
