I've used this adapter cable on both Windows 7 and Windows 10 and it works great on both systems. Windows picked up the device on both systems, I didn't have to use the supplied floppy disk to download the drivers. The build quality of the cable appears to be good and the plastic used for the connectors is solid. My only problem with this adapter is that the COM port number changes every time I plug the USB into the PC. There are small numbered labels on the serial connectors, but these are of no help as the COM port numbers appear to be randomly assigned to each connector. I don't think that's a difficult problem. I just run PuTTY on each port to see which ones are talking. This works great for my purposes, but it would be nice if the COM ports were negotiated.
