Constant measurement but not tied to standard soil moisture levels
will give a moisture content in the 20-30% range. In recent field tests, saturated silty clay soil above field capacity (mud) showed only 15% moisture, well below the expected 30% range. in a glass of water to test it and it confirmed that the humidity was 14.3%. So if you calibrate it according to your needs, it can work great. If you're trying to use it as an industry standard, it's not.
