there is rubber inside the end where the spark plug goes in and it is too small to fully seat the spark plug. the metal shell around the spark plug is not long enough to push the spark plug in by hand. Conversely, it is not possible to attach a spark plug puller to a metal part if you could attach it somehow as it would be too far into the engine.
