Doesn't heat at all Best in heat lamps

This product failed to reach desired temperature at all. I set it to 95 degrees and it peaked at 81 and then started to decline. Even when I turned off the thermostat and let it crawl for as long as it wanted, it did the same. It's not a thermometer, I took my own temperature with it and the thermostat says 98°. This is the lamp itself.
