Will rust inside and be difficult to remove

I bought this and thought it was great. A year later I cut one off. because it doesn't open. Both have problems, this item is on the hitch, it gets in the dirty water and road dirt. There have always been caps. Now I need new ones and I need to cut one off with a cutter wheel.
