If your Pi arrives broken, don't worry, a 50/50 chance of it being broken on arrival is perfectly normal for PC-related electronics, no matter where you take it to buy. Both Amazon and Canakit will easily send a new device when your DOA arrives. Keep in mind that this version of the Raspberry Pi is still fairly new and some of the software available for earlier models (like Retropie) will not yet work on the Pi 4. In terms of performance, the 4 is a big upgrade over the 3b+ and it will get even better as software developers catch up.
