Sturdy scooter but weak/cheap bearings

We bought this scooter for our 11 year old son's birthday. We were very happy with the scooter when we took it out of the box. The overall construction of the scooter felt very solid, even for an adult. The metal frame is very well made and there is almost no play in the moving parts. Overall we thought it was a decent scooter for the price. After we took it out of the box and inspected it, I checked all the screws as suggested and my son was ready to go. The best he does with it is rolling back and forth down the street in front of our house with his sister and friends. He's not the type to try to do tricks or jump with him. Well after about 1 month of use my son mentioned that the front wheel was rattling and shortly after that he said that the front wheel was shaking so he stopped riding it. When I finally took a look, I was horrified to find that one of the front wheel bearings had just fallen apart (see photo). When I removed the bolt from the front wheel to take a closer look, several ball bearings fell out and bounced off the bench. Once the bolt was out, the other metal parts of the bearing fell into my hand and onto my work surface. I could also see some additional crushed bearing parts inside the wheel. A camp on the other side is still intact, it seems that it is also falling apart with time. Aside from that one issue, the scooter seems very strong. Luckily we're still within Revain's return period so instead of a refund we asked for a replacement hoping it was just an accident. Could it be a bad factory? I hope they built such a strong frame for more than just pairing it with poor quality bearings! I will examine the second roller more closely to see if there are any signs of assembly issues or damage from factory over-tightening. Even cheap bearings shouldn't explode with such a small and light insert. I will update if there are any problems.
