Quality issues with this product

If these are PWM fans I could not get tachometer readings from them. Tried 3 different fan headers on the motherboard with BIOS at max but still no speed reading. The fans obviously work differently. I would send them back but they provide the cooling I need and after two days of building I'm not tearing anything apart anymore.
