Not sure why they don't work

I bought these to add a 5V DC extruder fan to my Ender 3 Pro to replace the noisy factory fan. I was able to set the output voltage to 5.0V DC, but when I connected all the wires to the fan, the whole board wouldn't turn on. If I unplug one of the 24V DC extruder fan wires from the control board, it starts up normally. But when two wires are connected to the control board, the board does not turn on at all. And I don't know why, that's why I couldn't get it to work. I turned my old fan back on and hooked it up to the same screws on the control board and it's working fine again. It's just too loud :-(
