Unreliable or strong hold and strips when installed

So I only use it to attach a light bar to the bow of my boat. I'm glad it came with 4 packs because the first one I installed simply screwed the inner nut straight out of the rubber plug. I pulled it out and much more carefully hand tightened the replacement and installed it on the other side. Unfortunately, the rubber doesn't have enough "bulge" and it popped out of the aluminum hole (the hole was snug on the rubber before tightening, so not too tight) and now one side of my lightbar is bouncing up and down. Rubber stoppers and the nut that used to be underneath. The other side is constantly loose, so I retighten it after every ride. Having so many problems with a simple light rudder, I can't imagine mounting a heavy trolling motor with these screws.
