The wheel is loose;
The manufacturer had to add a washer that probably wouldn't cost more than 1 cent to keep the wheel from spinning on the stem. The lock nut is not enough. By having this device, which at least minimally effectively cleans the grate, I avoid the temptation to use a steel brush, which is likely to leave sawdust to be swallowed at the next meal.
