These are 2 packs. You would think they would be the same. Not correct! One works great and is done right; The other should hold the entire roll of toilet paper and rotate while gently tugging on what you need. Inside is a piece of plastic that prevents rotation. It cannot be removed and the toilet paper rubs against it, making it difficult to turn. If you try to unfold without doing so, you will get a square.
