Technically functional. First, given the 10/100MB port, the advertised speed is unattainable. They circumvent this fact by the fact that the HomePlug AV specifications list the maximum theoretical speed as 100 MB in and 100 MB in = 200 MB. Misleading but technically correct. The best you can really get out of the 200MB version is 50MB. I ran several tests and this was the maximum achievable result. (Both devices are plugged into outlets next to each other on the same cord, and no other electronics are connected.) My house is fully grounded and was actually built by a master electrician, so I know the wiring is one of the few things that got right did. It's a big house and we have two 240v breaker boxes that don't operate on separate circuits. I was hoping to use one at the top of a chain and the other at the bottom, but it didn't sync. This is stated in the FAQ but after pairing I couldn't sync it to another room despite knowing they are on the same circuit. Luckily I only use it to connect my router to my modem. across the room with no cable management. If you have a coaxial cable, the best option would be the Actiontec Bonded MoCA 2.0 Ethernet to Coax Adapter, 2 Pack (ECB6200K02). It's a bit more expensive, but you'll get better performance if you have existing coax in your home. Personally, I've decided to bite the bullet and go with Cat5e. I now enjoy stable gigabit speeds throughout my house. In summary, this is a cheap alternative to running new cables and works in a pinch. Just don't expect 200MB of performance.
