Sturdy but difficult to pedal

I think the whole bike is sturdy and well built and retails for $100. The training wheels work well; no problem here (yet) to weaken them. However, my 4 year old has a pretty hard time pedaling, so I'm not sure if all 20lb bikes are hard to pedal or if there's something "wrong" with this bike. If I could turn back time, I might just pay more for a lighter bike (maybe if the Joystar has a different model) so my kid can really enjoy the bike. I hope my child pedals better. Also the front brakes were difficult for me to install and I still haven't installed them properly. I would have liked better instructions.
