I recommend attaching the leash to the rubber cover

This is the second safe I have purchased. The first worked great. I live in a drier climate in NORCAL. Not really rust that could ruin or destroy the device. However, a little lubrication or cleaning may be needed from time to time. I drive a jeep a lot and it often sank in the red clay water, went a bit wild and got stuck in the mud. I recommend attaching the leash to the rubber cover. a small hole with a braided wire that connects to another hole on the hitch at the rear under the bumper, so off-road the cover still has a chance of making it home if the cover is knocked off. I had an attempted theft in SF and the outer square plate was knocked off and I was trying to hit the roller pins. no luck, it survived. I used it for a while until I bought a new one. but prevented an attempted theft. If you lose the rubber cover and people see the white numbers and they know it's a safe then you're vulnerable, that was my problem. I also redacted the numbers. Outer row only. all 1 so people can't see the lettering if you lose the rubber cover.
