Pessimist: Bottle more than half empty

The bottle came packaged in a bar coded plastic bag, factory sealed, in the box and undamaged but less than half full (see photo). It is said to hold 1.7 ounces. Reference Glass - 1.5 oz. It looks like someone is cropping the content. Think about it, when you completely knock over a fresh bottle of something, some product has to come out.
