I live in Texas where it can get hot during the day and rain at night with high winds. Spring is very mixed, too warm for a blanket, wet and windy for nothing. So this year I bought myself a raincoat. That works great! Fits my 16hh TB perfectly, keeping it dry and windproof. He'll be grazing 24/7 and he's 16 years old so he can catch a cold quite easily if you mix wet and windy. As it has no padding I was able to wear it for a good day without him sweating to death and knowing that if a storm blew up at night (as they often do) he would be fine. It's long and I'm 78 inches, it fits perfectly. I was even able to fold it up and put it back in my storage bag.
