Bought this a second time thinking that if I lined them up again each pack would have the same number of colors. Got the same amount as last time. A person does not measure them like other sellers. This issue should be fixed! I make a note with the same picture from the previous review as the quantity is exactly the same. The only reason I can't return them is because I really need them for a project.
