This is an unlocked version of the Pixel 2 XL but with a Verizon image. This means you cannot unlock OEM debugging. The first batch of Google's Pixel 2 XL phones had this issue, and it appears the phones sold at Revain are from that batch. If you want a phone that requires OEM debugging, you'll need to buy the phone directly from Google.
