I must have a bad block. The vanes were not parallel throughout the expander and this varies by location. Photos are just two points of reference. Either the blades weren't sharpened properly or the cones weren't made properly. They are intended to be used to enlarge an existing hole by hand, but if you were to use them they would certainly go down the hole and cut through the wrong hole. It was so wrong that I didn't even pull out the micrometer to check further.
