BS weight rating, these things will not pivot or rotate freely under very light load

I bought this large number of casters to fit in a lot of random shelving/shelves/containers/carts that I built my garage so I can maneuver things easily instead of lugging or lifting them. The wheels often do not turn or the wheel itself does not roll. My garage is full of large skids where one or more rollers get stuck and just drag across the floor. I'm still a long way from the carrying capacity limit and the ground is level and free of obstacles. You get what you pay for and this deal was too good to be true.
