Each shelf is missing screws on one side

Each shelf is missing screws on one side. I think that was intentional, because why is only one missing from each? I can't install it because now I have to buy screws to install it which is a waste of money. The wood isn't hard wood, it's very light, so I also have to be careful what I put on it when I put them down.
