A heavy-duty drill and/or softwood will probably do the trick

I was trying to cut a 6" hole in a 3/4" piece of cherry wood with my drill; no luck even if the board is tight. (Starts to cut, but drill stops quickly even at the lowest speed. Higher speeds don't work either.) I expect this will work fine with a more powerful drill, but not my 12" benchtop model.
