Made so carelessly that they are unusable.
I'm imagining a barefoot little guy sitting on a squatting on a dirty floor in a small shop, with a drill in one hand and a mini grinder in the other... It's either warped or sanded unevenly, and that's not the point - middle , possibly in an attempt to stop the shank wobbling to compensate. Use. Able.
