Both bottles I received were used. Both had liquid in a straw. When I pulled the trigger, each sprayed out a thin mist of witch hazel-scented liquid. The fog is exactly what I wanted, but I didn't want anything that was clearly used before it got to me. Super disappointed. I have previously bought similar bottles from Sally Beauty Supply, they were dry and did not spray when the trigger was pulled.
