I ordered 4 packs from Amazon and this one was the winner because it had a lining, it is made up of continuous layers of tulle stacked on top of each other to make it look just as beautiful. $16 and DJT Tiered Ruffled Women's Mini Tutu Skirt Big Black $20 are identical items. They are made of tulle flags that are attached to the skirt at various points. This creates a lot of volume but looks messy for my taste.
