Not very good paper for transparent watercolor

I've tried many brands of budget watercolor paper over the years and this paper gets a rating of around a 4 when the sheets are a 10. The pigment also doesn't spread well wet-on-wet or wet-on-dry. The texture feels hotter than cold. Because I was working with budget paper before I could manipulate the colors the way I wanted after struggling with it. I will try to use this paper for gouache or alcohol markers but not for transparent watercolor. With watercolors, good paper will do.
