The package did not include, just an open perm box in a large box. The heat activator came loose in the outer packaging and half spilled out. Also, the small bottle, even when full, didn't match the number of ounces listed in the perm box contents. I'm afraid to even try this product as it probably won't work with so little heat activator and could damage my hair. The seller states that the item cannot be returned because it contains hazardous materials that cannot be shipped. However, they mailed it to me.
