It is often very difficult to isolate and identify a failed relay, especially when it fails intermittently. With a fuse you can check its condition by visual inspection, with a relay it is quite different. No very noticeable heat or physical damage, you can't tell just by looking at them. This left you either replacing known good ones to try and isolating the problem relay, or replacing them with new ones until you found the problem relay.
