As Gary Yang pointed out, the Windows 7/64 driver doesn't work on the hard drive. When I clicked the "Install" button in the installer app, it printed a message saying the process was canceled. To get a working installer for Windows 7/64, download it from www[dot]startech[dot]com. Click the Downloads tab, then enter the product code PCI2S550. Select this product and you will receive three files to download. The two PDFs have the same name, which was a StarTech oversight. Rename the data sheet to "PCI2S550_DS.pdf" and the (larger) manual to "PCI2S550_Man.pdf". The ZIP file contains all driver/installer versions. I navigated to the Win7 64 folder and ran the installer. My system seems to have COM1 with no visible port. I discovered with some software I wrote that two new ports are set as COM3 and COM4.
