My cats couldn't be outside, but they couldn't run anywhere when there was danger, so they got scared. I tried to get them used to it over time but they just held on to it and cried and I eventually gave in and just let them roam free under supervision. That would be fine for an old cat that doesn't move around much and just wants to look out the window from the balcony or whatever, but my cats want to be on the move and HATE them when I hang them up in the garden, so I never do used. It's fairly well made, easy to assemble and disassemble, but not very durable for a cat that VERY wants to go outside.
